2-Year Investigation Leads to Two Arrests and Toddler Recovery in Washington County

(Washington County) A toddler, who had been apparently missing for some time, was found in the home of two individuals, who were arrested after police executed a search warrant at their rural Washington County home on February 3rd.

A news story from the Independent Journal says 47-year-old Phillip Anthony Emily was arrested and has been charged with statutory sodomy or attempted statutory sodomy-deviate sexual intercourse with a person less than 12 years old.

32-year-old Bobbie Ann Stotler was also arrested and she faces a parental kidnapping felony.

Emily is being held in the Washington County Jail with no bond and Stotler is also being held on a 100-thousand dollar bond.

The accused have both applied for public defenders with no new court dates scheduled at the moment for the two.

The arrests, according to the newspaper, were the culmination of a two year local investigation.

Assisting the Washington County Sheriff’s Department in the arrests were members of the U.S. Marshals Fugitive Apprehension Task Force, Missouri State Highway Patrol, Mineral Area Drug Task Force, the Jefferson County Sheriff’s Department and the Potosi Police Department.

The Missouri Division of Family Services took custody of the 1-year-old toddler.
