(Fredericktown) Former Madison County deputy collector, Kelcey Skaggs-Gresham, entered a guilty plea last week after being charged with stealing fund from the collector’s office. Circuit Court Judge Wendy Wexler Horn dismissed four of the five counts of felony stealing. The guilty plea calls for Skaggs-Gresham to pay over 5,400 dollars in restitution and placed her on 5 years probation. According to the Missouri State Highway Patrol Skaggs-Grisham altered multiple tax records. Madison County Collector Debra Boone reported numerous Madison County resident weren’t able to pay their 2018 taxes because their 2017 taxes hadn’t been paid. Some of those residents said they paid their taxes in cash to Skaggs-Gresham. The patrol interviewed Boone who said several transactions between August 2017 and May 2018 were deleted after the tax receipts were printed. An Audit, conducted in July 2019, revealed over 13-thousand dollars in missing funds from the collectors office.
