Former Rolla College Official Charged With Child Pornagraphy

(Rolla) A former official at a Missouri university pleaded guilty Thursday to the federal charge of possession of child pornography.

44-year-old Neil Anthony Outar of Rolla could face up to 20 years in prison and/or a fine of $250,000.

His sentencing is set for March 14th.

A news release from the U.S. Attorney’s office says the investigation began when the Phelps County Sheriff’s Department received a cyber tip about child pornography being uploaded to a gmail account between November 2nd of 2020 and December 23rd of 2021.

A detective determined the I.P. address used to upload the images was serviced by Rolla’s Missouri University of Science and Technology.

The I.P. address was traced Outar.

He was the university’s chief diversity officer at the time.

On February 9th of 2021, court-authorized searches were conducted of Outar’s home and office in Rolla.

Outar told detectives he had viewed child sexual abuse material.

Investigators say they found child porn in two of Outar’s email accounts and determined the child porn had been deleted from Outar’s home and work computers.
